No one is sure how or even when this expression originated, but it has come to be very popular. We all know that it is not polite to call someone stupid. So we sometimes use a “euphemism,” a nicer expression that actually says something not so nice. One brick short of a load means that someone is not terribly bright. Not all there. Incomplete, like a load of bricks less one.
Some other expressions use similes to say more or less the same thing:
Has and photographic memory, but the lens cap is on
The elevator doesn’t quite make it to the top floor
A few clowns short of a circus
Not the brightest bulb on the tree
As smart as bait
Not the sharpest knife in the drawer
Sharp as a marble
The lights are in, but nobody’s home
You can look in one ear and see out of other
Bright as Alaska in December
A few noodles short of a casserole
